Yes, but this should be a period of 3-6 months and not necessarily a full year, and this military training should be rigorous and professional. If it would be for a minimum of a year proposed by the government then it should be part time for 18 year olds that are going into employment or any education and/or if they're participating in elite sports representing their country internationally.
