Yes and no - tuition should be free for topics that are or will be in demand and the student is likely to to cover the costs of education in future taxes. Students with excellent grades should receive scholarship for any subject they choose. Students with low income should receive proportional help for tuition. Students should be informed up-front about career prospects and chances in the market for all subjects.
