Firstly, electronic bracelet isn't a human being, it won't stop the prisoner from committing further crimes if he has, for example, an access to computer.
Secondly, it is inhumane to treat human like that.
Thirdly, electronic bracelet wouldn't be able to stop the human from committing a suicide, or maybe even encourage it in some cases.
And finally, prisoners deserve psychological and educational help, an electronic bracelet will not help them reintegrate back into society.
